It is crucial that prospective students, parents, donors, and alumni know where college and university administrators stand on hate speech—including antisemitism—on their campuses.

“Hate on Campus,” an initiative of the American Jewish Congress, will survey hundreds of American colleges and universities and provide a comprehensive picture of antisemitism on campus and where administrators draw the line between “hate speech” and “free speech.”
Our goal is to show who is doing it right by providing a safe campus experience to Jewish and other minority students. The survey will request data on campus’s incidents and administrative responses, on the clarity of policies towards hate speech, and will include responses to hypothetical scenarios, such as whether the flying of Nazi flags, expressions of support for –or denial of—the Holocaust, pledges to push Jews “from the river to the sea,” removal of Jewish posters or Israeli flags, and the like would be tolerated.
As part of the “Hate on Campus” initiative, the American Jewish Congress will create the “American Jewish Congress Guide to Colleges and Universities,” a directory of the most Jewish-friendly colleges and universities in America. This resource will highlight those institutions that are committed to fighting antisemitism, ensuring that all students feel safe and supported.
This timely assessment of American institutions of higher learning that will help prospective students, parents, and donors understand the institutions’ commitment to fighting intolerance—including antisemitism—on campus. We will emphasize American colleges and universities with strong, clear policies against hate speech, and where Jewish and other minority students can feel safe and secure.
We are deeply concerned by the recent experiences of Jewish students on campuses across America. Hate speech, including antisemitism, has no place on America’s college and university campuses, and prospective students, parents, and donors should know how academic institution is addressing these incidents, what their policies are concerning investigating and countering such incidents, and how students are being prepared to understand their rights and responsibilities on campus with respect to hate speech.
In addition to formal and informal reports of antisemitic incidents on campuses and the public institutional response to them, the American Jewish Congress is circulating a brief questionnaire to hundreds of U.S. college and university administrators.
We plan to compile our findings in a public report, and publish them in a handbook for students, parents, and donors to help guide their decisions about attending and supporting particular colleges and universities based on their positions regarding antisemitic hateful behavior and acts.
